Cost, liability fears in council pest control

Municipal leaders from across the region fear costs and public liability issues associated with local government taking responsibility for roadside pest management could spiral out of control.
North Western Municipalities Association members, representing nine municipalities and a regional population of about 145,000, spoke of their concerns at a meeting in Horsham.
They heard that there was a high likelihood that local government would become responsible for control of pest plants and animals on public roadsides.
Association chairman Cr Reid Mather said rural municipalities would struggle to have financial and management resources to cope with the responsibility.
“There are problems associated with spray drift and identification of the types of chemicals being used,” he said.
“In addition, we have real concerns about the ability of small rural councils with large roads, often stretching thousands of kilometres, to manage these roadsides given their limited financial resources.
“If local government is given additional legal obligations to control pests on roadsides then we need to be funded appropriately.”
The association, responsible for about 74,000 square kilometres, will convene a forum in September to discuss the issues at length. It will invite government representatives and land managers from organisations such as the departments of Primary Industries and Sustainability and Environment, Victrack, Australian Rail Track Corporation and Vicroads.
Members spoke of a perceived lack of action by land managers in dealing with pest plants and animals on roadsides, railway reserves and other Crown Land reserves.
