Need for independent body

SIR, In reference to Emma Kealy ‘Slams the Waste’ of the Andrews Government – April 22, 2015 – in abandoning the East West Link.

Tony Abbott wanted the Victorian Election to be a ‘referendum’ on the Link. The Victorian people have spoken and resoundingly rejected the Link as a real dud, providing only 45 cents benefit for every dollar invested.

On the contrary, the badly needed Metro Rail Project has a benefit of over $1.50 per dollar invested, and can move 37,400 passengers an hour. This is much more than the Link even under its dubious revised figures.

The Andrews Government will pay $420-million compensation, not around $800-million, because the Napthine Government had signed the contracts, provided a side letter guaranteeing compensation and enabled the drawing down of money.

If they hadn’t done all this before the election, the compensation would have been less. So the Napthine Government is also responsible for any waste.

In future, Victoria needs an infrastructure body where all big projects must be properly assessed and prioritised. This would mean that disasters like Myki and the Desalination Plant, under Labor, and the East West Link, under the Coalition, would not be so easily built.

Victoria needs a fully independent infrastructure body free from political interference which sets out the most worthy public projects to take us into the 21st century.
